I believe there are 2 ways of doing this. The question you have to know is whether you are setting to limit one person or are you going to be limiting a group of people.
If only for 1 person, you will have to create a new group with new group policies to effect his permission. Then go to the properties of the user and assign the user to the new group you have created.
If you are going to assign it to a group of users, then just find common group of the user and update the group policy. And this will give the users of the group new rights and permissions.
Also, make sure they log off and on again after you have assigned the new policy so that they can be sure the new policy has applied to them. Hope this helps. Good luck.
